Supply Dynamics Exhibit Sharp Regional Divergence
National operating rates across the metallurgical silicon sector continue to show stark regional disparities. According to Mysteel data covering 806 industrial silicon submerged-arc furnaces nationwide, the aggregate operating rate stood at 26.13 percent for March 2026, reflecting a modest sequential increase of 3.13 percentage points but a year-on-year decline of 1.84 percentage points. -49 The Xinjiang region, which serves as the country’s primary production hub, recorded an operating rate of 57.99 percent for March, up 8.22 percentage points from February and 4.57 percentage points higher year-on-year. A pivotal near-term milestone is the requirement that all industrial silicon producers complete energy-saving and carbon-reduction technological retrofits by the end of 2026, as mandated by the National Development and Reform Commission’s 2023 benchmark standards for energy efficiency. Equipment specifications are also being tightened: submerged-arc furnaces with unit capacities of 25,000 kVA or below, where total capacity does not exceed 50,000 kVA, have already been classified as restricted. Furnaces below 12,500 kVA are expected to face mandatory phase-outs. In a notable example of industry-led environmental progress, Yunnan Yongchang Silicon Industry Co., Ltd., a state-owned enterprise in the sector, has independently invested 78.42 million yuan in flue gas treatment infrastructure. Under guidance from the Baoshan Municipal Bureau of Ecology and Environment, the company optimized a combined treatment process integrating negative-pressure dust collection, SCR denitrification, and wet desulfurization—establishing the first production line in Yunnan’s industrial silicon industry capable of achieving stable, commercial-scale dual treatment of both sulfur dioxide and nitrogen oxides. Additionally, five central government ministries—including the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Ecology and Environment—jointly issued guidelines on zero-carbon factory construction in early 2026, with pilot selection beginning this year and a target of cultivating a number of zero-carbon facilities by 2027 across sectors including automotive, lithium batteries, photovoltaics, electronics, and machinery.

The revised standard eliminated the previous high-grade and standard-grade distinctions for polysilicon-grade and organosilicon-grade material, instead establishing simplified trace element limits across three categories: polysilicon-grade, organosilicon-grade, and metallurgical-grade silicon. The chemical analysis requirements for mercury content have also been removed. These changes reflect ongoing efforts to streamline quality specifications and align with evolving downstream application requirements.
